The clouds are called Mammatus clouds. They do not precede a tornado, or foretell a storm, but are formed when the air is already saturated with rain droplets and/or ice crystals and begins to sink. The worst of the storm is usually over when these kinds of clouds are seen.

I have seen this phenomenon near Emerald Springs [about 200kms south of Darwin] a few years ago and it preceded one of the most violent tropical storms I have ever been thru.

There were waterfalls running off the hills everywhere - we had to stop the car for about 40 minutes while it passed. Sadly we didnt have a camera.
